Objective
• The students understand the objectives and purpose of procurement legislation
• The students are able to apply procurement legislation
• The students are able to argue and convince the public (courts, markets, own organisation)
• The students are able to use the key principles of public procurement (non-discrimination, transparency, fairness, proportionality) in argumentation
• The students are able to systematise procurement rules in relation to other public procurement legislation
• The students are able to use the legal remedies available in the field of public procurement
• The students recognize the means of combating the grey economy in public procurement
• The students understand the importance of procurement contracts, the value of contract terms as an instrument of influence and the basics of contract management

Prerequisites of the participation:
This is a master level course and part of the Public Procurement Master's program. Therefore you should have completed bachelor level studies already and some prior knowledge of procurement.

Assessment criteria, satisfactory (1)
Sufficient performance: has completed basic requirements to pass the course and has made an attempt to apply and articulate concepts and information both verbally and in writing but has not made enough effort overall. The student has demonstrated little effort, interest and motivation for individual or team activities / assignments and the output is rather weak.
Assessment criteria, good (3)
Good overall performance: can apply and articulate concepts and information well both verbally and in writing, certain areas of individual or team output require further attention; shows appropriate level of interest and motivation in individual and team activities. Good presentation delivery and analysis.
Assessment criteria, excellent (5)
Excellent performance in all elements of the course: shows interest and motivation in individual and team activities and assignments, fully applies and clearly articulates concepts and information both verbally and in writing. The student is able to support his/her argument with references to the recommended reading and lecture content. Excellent presentation delivery and analysis.

Assessment methods and criteria
Opettajan määrittämien tehtävien perusteella seuraavasta:
Monivalintatehtävät ja esseetehtävä Moodlessa: max 40 pistettä, josta 50 % painoarvo molemmilla tehtävätyypeillä. Tarkempi määrittely kurssin alussa Moodle- oppimisalustalla.
Case-harjoitustehtäviä 2 kp, joita kumpikin max 3+ pistettä.
Arviointiasteikko:
1 = 50-59 pistettä
2 = 60-69 pistettä
3 = 70-79 pistettä
4 = 80-89 pistettä
5= 90 -100 pistettä
alle 50 pistettä on hylätty
