Descriptions

The studies in the Master's degree programme in Public Procurement strengthen the knowledge of strategic procurement and deepen the professional skills needed for independent procurement management. The aim of the studies is to enable students to analyse and develop the procurement activities of an organisation, taking into account the organisation's own objectives and the requirements of the operating environment. The studies also prepare students for the planning and implementation of demanding workplace-oriented change projects. The competence objectives of the degree have been defined and updated together with procurement experts from the Finnish Public Procurement Development Programme, Hankinta-Suomi, the Public Procurement Association and the KEINO competence centre, and on the basis of student feedback. Metropolia has a long tradition of multidisciplinary and also international master´s degree programs in procurement, as the first Master of Business Administration in Procurement degree programme started in 2009. It was updated and changed to focus on public procurement 2020. In the same year a new fully online English-language master´s degree programme in Procurement was started as well.

The cross-cutting themes of the degree programme are the strategic importance of public procurement and procurement skills development, responsible and sustainable procurement (environmental, economic, social), innovation, knowledge management and interaction, and change management. The professional public procurement courses cover the following topics: public procurement environment and process, public procurement legislation, public procurement and supplier management and development and procurement technologies.

The Master of Engineering degree is 60 credits. The studies of the master´s degree in Public Procurement are structured as follows:

Professional public procurement studies 20 credits
Research and development skills 5 credits
Elective studies 5 credits
Master´s Thesis 30 credits

The scope of the thesis included in the Master's degree in Business Administration is 30 credits. It consists of a research and development project designed and implemented by the student. It is a research-based development project in a real business and work environment and aims to meet a real development need, for example in the student's own workplace. The work will also assess how the benefits achieved are translated into practice.

The studies are designed to be completed in 1 to 1,5 years while working. The multidisciplinary group of students consists of students from the degree programme in Business and Engineering. The studies include both online and a few face-to-face teaching days during the 1st year (1-2 Fridays/month from 9-16) at the Myyrmäki campus. Some courses (especially electives) are entirely online on weekday evenings or Saturdays. Virtual learning environments and digital materials will be used. Possibility to choose several courses combined with intensive thesis work, also allows for full-time study. Exchange study opportunities are also available.

After graduation, the graduates of the Master's degree in Public Procurement can work in areas such as.
- procurement planning and management
- demanding procurement development projects
- as an expert in the procurement of materials, components, machinery and equipment, supplies and services, contract work and expertise

Development

The curriculum has been developed and updated in cooperation with public procurement experts. KEINO, the competence centre of sustainable and innovative public procurement, and the procurement teams of the Finnish Purchasing and Logistics Association have commented on the curriculum and in particular on the competence objectives of the professional public procurement studies. Metropolia has also been involved in the preparation group and cooperation forum (Hankinta-Suomi) of the Ministry of Finance and the Association of Finnish Cities and Municipalities and in its actual operation during its strategy period 2019-2023 and the extension period 2024-2027. The Public Procurement Association has also commented on the curriculum update proposals for the 2025 curriculum. These updates are also based on the feedback and experience of students and teachers from previous years.
