Objective
The students understand the specific features of strategic management in public entities and the overall picture of strategic management in municipalities, other public entities and non-profit organisations, and are able to analyse the external and internal factors affecting the strategy of a public organisation.
The students will be able to analyse the objectives of the organisation and contribute to the understanding of the strategic role of procurement and the management approaches such as category management, and to design and develop procurement strategy and management of the procurement unit on this basis.
The students will be able to use procurement analysis tools and methods such as spend analysis and portfolio analysis.
The students will be able to identify the challenges, conditions, opportunities and methods of outsourcing management and to plan and develop outsourcing processes on this basis.
The students will be aware of the importance of supplier selection and relationships and will be able to develop supplier relationship management and contribute to the quality of procurement and to the contracting and monitoring of procurement based on procurement legislation.
The students will be able to define the objectives of the procurement organisation and of individual procurements, to measure the performance of the procurement organisation and of suppliers (KPIs), such as quality and innovation, and to assess the need for audits of suppliers.

Completed Higher Education Degree (Bachelor level)

Sufficient performance: has completed basic requirements to pass the course and has made an attempt to apply and articulate concepts and information both verbally and in writing but has not made enough effort overall. The student has demonstrated little effort, interest and motivation for individual or team activities / assignments and the output is rather weak.
Assessment criteria, good (3)
Good overall performance: can apply and articulate concepts and information well both verbally and in writing, certain areas of individual or team output require further attention; shows appropriate level of interest and motivation in individual and team activities. Good presentation delivery and analysis.
Assessment criteria, excellent (5)
Excellent performance in all elements of the course: shows interest and motivation in individual and team activities and assignments, fully applies and clearly articulates concepts and information both verbally and in writing. The student is able to support his/her argument with references to the recommended reading and lecture content. Excellent presentation delivery and analysis.
