Objective
The student understands the connection between service provision and the financial and supervision systems used in the health and social services sector. The student is able to analyse factors affecting productivity at national level. The student is also able to analyse factors affecting cost-effectiveness and knows how to proactively promote cost-effectiveness in management and leadership.
Content
The course presents the Finnish public economy and its connection to the services and the development of service production within the health and social sector. The course also explores financial supervision and monitoring methods and the concepts of effectiveness and cost impact.
Assessment criteria, satisfactory (1)
• has some knowledge of the impact of financial matters on the functioning of society and organisations
• has a limited ability to apply financial thinking and cost-effectiveness in his/her own area of expertise
• understands and knows only the basics of how to use key concepts and basic content of the course
• inadequately justifies his or her personal view, inadequately expresses critical evaluation, reflection and development proposals
• uses only a few sources in assignments
Assessment criteria, good (3)
• has a good knowledge of the impact of financial matters on the functioning of society and organisations
• is able to apply financial thinking and cost-effectiveness with flexibility in his/her area of expertise
• understands and knows the basics of how to use key concepts and basic content of the course and is able to give examples and to describe the basics of the course clearly and logically
• justifies his or her personal view and critical evaluation, expresses justified reflection and development proposals
• uses several different national and international sources in assignments
Assessment criteria, excellent (5)
• has excellent knowledge of the impact of financial matters on the functioning of society and organisations
• can apply financial thinking and the principles of cost-effectiveness with flexibility and insight in his/her area of expertise
• has an excellent understanding and knowledge of the basics of how to use key concepts and basic content of the course and is able to give examples connected to his/her own experiences and to describe the basics of the course clearly and logically
• has excellent communication skills; is fluent in writing and expressing his/her profound and well justified views
• uses several different national and international sources and is able to combine and apply the information innovatively

Recognition of Prior Learning (RPL)
The student has the possibility to apply for recognition of prior learning and to receive an approval for accreditation for this course if the student has prior studies in university level in economics and in the public sector and/or the student has worked in a managerial position with clear economic responsibility.
