Opetussuunnitelma perustuu yhteistyössä rakennusliikkeiden ja -järjestöjen kanssa vuonna 2007 määriteltyihin osaamistavoitteisiin. Osaamistavoitteita tarkistetaan ja täsmennetään parhaillaan, ja muutokset otetaan huomioon vuoden 2011 opetussuunnitelmassa. Osaamistavoitteet on esitelty rakennustekniikan ja rakennusalan työnjohdon koulutusohjelmien neuvottelukunnalle. Osaamiatavoitteet ovat OPSEditorin liitteenä.
