Objective

On completion of the course, the student will be familiar with the significance and the role of the state, administrative provinces and municipalities in cultural affairs. The student will have an understanding of the significance of Finnish cultural policy and its historical development and key ideologies. The student will be able to use the cultural services provided by public administration in his/her own work. The student will be able to read and interpret the economic documents of the public cultural sector and will have an understanding of the system of economic decision-making in the public cultural sector. The student will have a good command of the basics of interpreting statistical information. The student will understand the fundamentals of economic, cultural and art policy decision-making in the public sector.

- Cultural administration and the system of decision-making in Finland
- Role of culture in society and the development of cultural policy
- Interpretation of cultural statistics
- Economic decision-making on the cultural administration in the state and municipalities

Assessment criteria, satisfactory (1)

The student is familiar with the Finnish public sector organization structures and the decision-making system. The student can search information from statistical sources of information.

Assessment criteria, good (3)

The student is familiar with the Finnish public sector organization structures and the decision-making system as well as the cultural services and knows how to apply the knowledge. The student will be able to use the cultural services provided by public administration in his/her own work. The student will know the fundamentals of the public sector.

Assessment criteria, excellent (5)

The student understands organizational structures and the decision-making systems of the public sector and can use this information when planning cultural services. The student can place his/her own thinking into the framework of cultural policy. The student can use statistical facts as basis of his/her argumentation.
