Development
Curriculum development in different fields is based on educational policies for the creative industries and studies on the success factors of the creative industries published in the 2000s at national level and in the Helsinki Metropolitan Area. The report “Eleven steps to a creative Finland” (2006) published by the Ministry of Education emphasizes the importance of creativity to the well-being of whole society, and in particular the need to change attitudes, ways of thinking and procedures, as well as the need to critically examine the structures and operational models of the creative industries. The Entrepreneurship Development Strategy for the Creative Industries 2015 (2007, 22–23) published by the Ministry of Trade and Industry (later the Ministry of Employment and the Economy) emphasizes the clarification of the developer network and states that one current key weakness is the lack of strategic competence. The task force on the future of the creative economy and cultural entrepreneurship set up by the Ministry of Employment and the Economy and the Ministry of Education and Culture bases its operations model on the assessment that there is sufficient competence in the production of creative contents in Finland, but their professional commercialization, distribution and marketing require significant development (Future Report 2011, 11).
In addition to these national policies, the curriculum development is based on the Cultural Manager 2020 joint development project of all Finnish universities of applied sciences offering degree programmes in cultural management: HUMAK University of Applied Sciences, Helsinki Metropolia University of Applied Sciences, Mikkeli University of Applied Sciences, Seinäjoki University of Applied Sciences, and Novia University of Applied Sciences. In addition, the Art and Cultural Professionals’ Trade Union (TAKU) as well as CUPORE - the Finnish Foundation for Cultural Policy Research took part in the project. The three-year Cultural Manager 2020 project (2009–2012) aimed to predict the state of cultural management in 2020. The project identified future knowledge challenges of cultural managers and produced valuable information for the development of cultural management education.
The curriculum development has been guided by the pedagogical strategies of HUMAK and Metropolia. The universities of applied sciences work in close cooperation with the labour market through student projects, training and theses. In addition to the above factors, the curriculum development has been influenced by feedback on tuition which has been collected systematically since the establishment of the degree programme in 2009.
In the new curriculum, special competence focuses on strategic management of creative processes, as well as the related collaborative development competence, future's thinking competence and interactive management of services.
