Objective

- can lead daily operations, exceptional situations and mass casualty incidents
- are familiar with the emergency response centre and understand the principles of the emergency response centre operations in the management of emergency care services as well as are able to support the ERC in special situations regarding resource management of emergency care
- can utilize various management tools to support leadership in emergency care
- can assume the duties and responsibilities of the medical emergency leader in operative situations in cooperation with various authorities
- are familiar with the management systems of different authorities and the role of voluntary emergency service as well as understand the significance of cooperation for mass or multiple casualty incidents and know the procedure for requesting assistance
- can assume the situational leadership role of emergency care service in scene
- are able to observe the overall situation in the scene of accident
- are capable of triage in multiple casualty incidents
- are proficient in the duties of medical, triage, treatment and transport leaders
- are proficient in communication systems in everyday and exceptional situations
- are familiar with the operating models of pre- and in-hospital emergency situations both under normal circumstances and in exceptional situations
- are familiar with the operating models of different types of accidents

Content

Communication and cooperation with different authorities
Leadership in everyday emergency situations, exceptional situations, mass casualty incidents
Situational leadership in emergency services
Legislation and communication regarding leadership in mass casualty incidents
Triage process in multiple casualty incidents
Medical, triage, treatment and transport leaders and their duties and responsibilities as well as emergency leadership of the overall situation in the scene of accident
Leadership in different types of accidents
Incidents under normal circumstances and in exceptional situations

Assessment criteria, satisfactory (1)

• student has a limited knowledge of the principles of multiple or mass casualty incidents and the principles of communication.
• student has a limited knowledge of the duties of various authorities and leadership models.
• student has a limited decision-making capacity for situational leadership in emergency care.
• student is familiar with the operating models of pre- and in-hospital emergency situations both under normal circumstances and in exceptional situations
• student has a limited knowledge of the legislation and communication concerning the leadership of mass casualty incidents
• student understands and is able to describe the basic level assignments/exam questions briefly.
• student has a narrow perception of critical evaluation, reflection and development suggestions and lacks personal views.

Assessment criteria, good (3)

student is familiar with the principles of multiple or mass casualty incidents and the principles of communication.
• student is familiar with the duties of various authorities and leadership models.
• student is capable of decision-making in the situational leadership role of emergency care with the assistance of the team.
• student is familiar with the operating models of pre- and in-hospital emergency situations both under normal circumstances and in exceptional situations.
• student is familiar with the legislation and communication concerning the leadership of mass casualty incidents.
• student understands and is able to describe and provide examples clearly and coherently on assignments/exam questions at a required level.

Assessment criteria, excellent (5)

• student is proficient in the leadership role and communication of multiple or mass casualty incidents.
• student is proficient in the duties of various authorities and the leadership models as well as is able to assume the responsibilities of a leader in emergency care.
• student is proficient in the decision-making in the situational leadership role of emergency care with the assistance of the team.
• student is proficient in the operating models of pre- and in-hospital emergency situations both under normal circumstances and in exceptional situations.
• student is proficient in the legislation and communication concerning the leadership of mass casualty incidents.
• student understands and is able to describe and provide illustrative and subjective examples clearly and coherently on assignments/exam questions at a required level.

Assessment criteria, approved/failed

• student is not familiar with the principles of leadership in emergency care nursing.
• student is not familiar with the leadership practices of multiple or mass casualty incidents.
• student is not capable of working as an operative leader of emergency care.
