Objective

Upon completion of the course students will:
• be familiar with the special features of public procurement, stages of the procurement process and the roles of different operators in the procurement process
• be able to design, implement and analyse law compatible procurement processes using digital tools in the different stages of the procurement process
• be able to communicate upcoming procurements in a timely manner, schedule procurements and understand the importance of market dialogue in public procurement
• be able to find information, utilize expert knowledge and conduct a need-based review of the procurement object, understanding the points of view of different customers (e.g. accessibility requirements) and understand the price impact of overspecification
• perform TCO calculations and choose law compatible life-cycle cost analysis models
• be able to make demands on suppliers and apply the demands in legally justifying supplier choices
• be familiar with procurement contracts
• be able to assess auditing needs and create a follow-up plan
• be able to take sustainability perspectives into account in all the stages of the procurement process (market surveys, procurement and supplier criteria, quotation requests, contracts, follow-ups)
• be familiar with ways of fighting against the black economy in public procurement

Assessment criteria, satisfactory (1)

Sufficient performance: has completed basic requirements to pass the course and has made an attempt to apply and articulate concepts and information both verbally and in writing but has not made enough effort overall. The student has demonstrated little effort, interest and motivation for individual or team activities / assignments and the output is rather weak.

Assessment criteria, good (3)

Good overall performance: can apply and articulate concepts and information well both verbally and in writing, certain areas of individual or team output require further attention; shows appropriate level of interest and motivation in individual and team activities. Good presentation delivery and analysis.

Assessment criteria, excellent (5)

Excellent performance in all elements of the course: shows interest and motivation in individual and team activities and assignments, fully applies and clearly articulates concepts and information both verbally and in writing. The student is able to support his/her argument with references to the recommended reading and lecture content. Excellent presentation delivery and analysis.
